Felipe D. Villalobos is a seasoned Senior Investigator at the Riverside County District Attorney’s Office with over 38 years of broad-based law enforcement experience. His career spans assignments in homicide, gang enforcement, narcotics, child abduction, and major crimes investigations, where he has led and contributed to some of the most complex and high-profile cases in Southern California.
Previously, Villalobos served with the Orange County Sheriff’s Department, holding leadership roles in multiple specialized units, including Homicide, Special Victims, Family Protection, Economic Crimes, and ICE operations at a maximum-security facility. His work includes over 100 homicide cases, extensive wiretap operations, major narcotics interdictions, and international child retrieval missions. He has testified as an expert in sexual assault and gang-related crimes and served as a Public Information Officer (Spanish-speaking), contributing to public engagement and media coordination.
Felipe is also recognized for his ability to lead large investigative teams, manage inter-agency collaboration, and coordinate with national and international organizations such as the FBI, DEA, and U.S. State Department. Over his career, he has received multiple honors including several “Case of the Year” awards and the OCSD Medal of Merit. His extensive field experience, investigative acumen, and leadership capabilities make him a cornerstone in criminal justice operations in California.
Felipe’s career includes a vast range of investigative work: homicide, cold cases, narcotics, gangs, child abduction, and sex crimes. He worked on over 100 homicide cases, led multi-agency narcotics operations, and coordinated international retrievals of abducted children—demonstrating deep expertise in handling sensitive, high-risk investigations.
As a sergeant and later senior investigator, Felipe has supervised multidisciplinary teams of investigators, specialists, and support staff across complex divisions including Special Victims, Economic Crimes, and ICE detention operations. His leadership roles often included acting as lieutenant, managing cross-agency protocols, and overseeing large case volumes.
Felipe has coordinated with numerous local, state, federal, and international agencies—such as the FBI, DEA, ICE, U.S. State Department, and Mexican authorities—for investigations spanning across jurisdictions. His ability to bridge agencies was key to successful outcomes in child abduction, narcotics, and gang cases.
