Jason Melvin
Investigator

Jason Philip Melvin is a retired Sergeant with the California Highway Patrol, where he completed 25 years of service. In his most recent role as a CHP Sergeant, he supervised personnel, reviewed investigative and officer reports, managed critical area functions, and assumed command responsibilities during major incidents, use-of-force situations, pursuits, and civilian complaint investigations. His supervisory responsibilities also included oversight of training, evidence, court procedures, fleet operations, tow rotation compliance, and reimbursable contracts.

Earlier in his CHP career, Melvin served in patrol, felony follow-up, accident investigation review, asset forfeiture, and VIN inspection roles. He authored search warrants, conducted interviews and interrogations, collected evidence, made arrests, and reviewed complex felony and fatal collision reports for prosecution. He also served as Officer in Charge while on the promotional list for Sergeant.

Melvin’s investigative background includes significant work with the CHP Protective Services Division and the California Department of Justice Special Operations Unit, where he supported investigations involving major drug trafficking organizations, violent career criminals, gangs, and criminal enterprises. He participated in state-authorized wiretap investigations, monitored intercepted communications, managed surveillance operations, and conducted undercover work.

He also served on the Coachella Valley Violent Crime Gang Task Force, where he prepared gang enhancements, worked closely with prosecutors, managed confidential informants, conducted controlled purchases, and testified as a gang expert in Riverside County Superior Court. Prior to law enforcement, Melvin served six years in the U.S. Army, attaining the rank of Sergeant and deploying to hostile areas including Haiti and Kosovo. His career reflects strong leadership, investigative depth, interagency collaboration, and a continued commitment to training and community involvement.

Doug brings 27 years of investigative expertise from the Los Angeles Police Department, retiring from the Major Crimes Division with a broad experience in handling high-profile cases such as homicides, cyber crimes, and more. His career highlights include specialized skills in infrastructure security and event threat analysis for major events like the Oscars and Grammy Awards. Doug now leads Virtual Cyber Cop, focusing on cyber crime solutions.

Dennis Vrooman

Dennis Vrooman, former Undersheriff of Riverside County, oversaw 4,000 personnel in the state’s second largest Sheriff’s Office, where he played a pivotal role in managing complex law enforcement operations. His leadership followed a distinguished career with both the Downey and Murrieta Police Departments, where he gained extensive experience in community policing, operational oversight, and public safety initiatives.

Chuck's 32-year law enforcement career spans supervisory roles in major criminal investigations and tactical operations. With a foundation at the Indio Police Department and significant tenure at the Riverside County DA's Office, he's led landmark organized crime investigations and directed security for major events like Coachella.
