L. Tyler Clark is a veteran law enforcement professional with a 31-year tenure at the Riverside County Sheriff’s Department, where he earned a reputation as a leading authority in administrative and personnel investigations. As a Lieutenant, he supervised patrol and detention operations, but was most notably entrusted with complex internal investigations, overseeing disciplinary reviews, administrative appeals, and deputy-involved shooting inquiries. His work in this area involved direct presentations to the Sheriff, Assistant Sheriffs, and County Counsel, offering investigative insight, legal analysis, and policy recommendations.
Serving in the Professional Standards Bureau, Tyler managed high-stakes internal affairs cases, assessing civil liability and ensuring procedural integrity in personnel matters. His investigative acumen also informed department-wide risk management and policy enforcement strategies. He developed and instructed advanced training courses on topics such as leadership, ethics, report writing, and administrative investigations—reinforcing professional standards across the department.
Tyler led a major policy reform project, transitioning the agency to a Lexipol-based manual, and later founded Big Eye Investigations and Consulting in 2024. His firm specializes in POST-approved applicant background checks and internal workplace investigations. Holding a Master’s in Public Administration and multiple POST certifications, Tyler continues to shape the standards of professional accountability in law enforcement.

As project leader for the Riverside County Sheriff’s Department’s Lexipol transition, Tyler oversaw the overhaul of departmental policy, with a strong focus on reducing liability and standardizing administrative procedures. His deep familiarity with legal frameworks and operational standards positioned him as a key figure in mitigating organizational risk.
Tyler consistently advanced professional standards through training and mentorship. He developed and delivered specialized instruction on leadership, policy enforcement, and internal affairs practices.
